Building a medieval city is one challenge. Making several settlements work together as a single economy is something else entirely. County of Fortune takes that second approach, giving players responsibility for an entire county where geography, trade and local politics influence how each community develops.
Developed by Nepos Games and published by Aquila Interactive, the medieval city builder launched in Steam Early Access on November 5, 2026, for Windows and Linux. Its first days have already brought a Very Positive user rating on Steam. However, its most interesting feature is not the size of its world, but the way individual towns depend on one another.
County of Fortune turns medieval city building into regional management
Most traditional city builders concentrate development within one settlement. County of Fortune changes that starting point. Instead of managing a single growing city, players establish multiple communities across a seamless medieval region, with each settlement contributing to the county’s wider development.
You take the role of a lokator, a medieval colonizer and noble steward entrusted with an undeveloped stretch of a kingdom. Your first responsibility is choosing where settlements should appear. From there, you influence their direction as streets, buildings and urban layouts gradually emerge.
The game uses procedurally generated buildings and an evolving medieval grid, allowing settlements to develop beyond their original foundations. A small hamlet can eventually become a town and, with sufficient growth, a larger city.
What makes this approach distinctive is that expansion does not simply mean adding more buildings to an existing population center. Establishing another settlement introduces new economic opportunities, geographical advantages and administrative relationships.
For example, a location with fertile soil may be better suited to agriculture, while another community could benefit from nearby mineral deposits or access to navigable rivers. Consequently, deciding where to establish a town can become just as important as deciding what to build inside it.
Rivers, terrain and production chains determine how the county grows
County of Fortune places considerable emphasis on its landscape. Resource deposits, biomes, climate, soil conditions and elevation all influence which industries can succeed in a particular area. Rather than treating the map as empty space for construction, the game makes geography part of the economic challenge.
Trade routes also respond to the physical environment. Rivers, mountain passes and roads determine how settlements connect, while wagons, carts and river vessels transport goods between communities automatically.
This creates an important distinction between producing resources and making them available where they are needed. A settlement may have access to valuable materials, but those resources become more useful when a functioning transport network can distribute them throughout the county.
County of Fortune already includes its core systems in Early Access
The current Early Access version already includes these core systems and gameplay features:
- Multiple settlements: Establish several towns across one seamless county instead of developing a single isolated city.
- Organic urban development: Guide communities from small hamlets toward larger towns and cities, with procedurally generated buildings and evolving streets.
- Terrain-based planning: Consider soil, climate, elevation, biomes and resource deposits when selecting settlement locations.
- Regional production chains: Transform basic resources into more advanced goods through connected industries.
- Settlement specialization: Develop different communities around the natural advantages of their surroundings.
- Autonomous transportation: Wagons, carts and river vessels move goods through the regional economy.
- Geographical trade routes: Rivers, passes and roads influence how resources travel between settlements.
- Economic progression: Better-supplied communities can develop further, attract advanced workers and unlock additional goods and buildings.
- Mayors and noble houses: Each settlement has a named mayor with personal characteristics and political connections.
- Cultural diversity: Settlers from different cultures introduce customs, bonuses, tensions and distinct community identities.
- Regional administration: Manage interconnected economic and political systems rather than treating each town as a separate project.
According to the developers’ description on the official County of Fortune Steam page, the Early Access edition is already fully playable and contains its principal management systems.
That is an important distinction for players considering an unfinished game. The developers are not presenting regional trade, settlement growth or noble houses merely as distant objectives. These mechanics form part of the experience available at launch, although further development and refinement are planned.
Every mayor brings political complications to the regional economy
Economic planning is only one side of the experience. County of Fortune also introduces a political layer through the people responsible for running its settlements.
Every town has a named mayor, and each mayor possesses individual traits, skills and flaws. Furthermore, these characters belong to noble houses whose rivalries and interests extend across the region.
As a result, the county is not simply a collection of production centers. It is also a network of political relationships that can influence the player’s decisions.
This gives the regional management concept another dimension. Establishing a prosperous settlement might solve an economic problem, yet managing the people involved introduces different pressures. The game therefore connects territorial expansion with questions of administration and competing interests.
Cultural identity adds another consideration. New settlers arrive from different backgrounds, bringing customs that can provide advantages while also generating tensions. Their presence helps distinguish one community from another beyond its buildings or industrial specialization.
The combination is particularly interesting because it gives settlements multiple identities. One town may be important for agricultural production, another for transportation, while their mayors and populations introduce separate political and cultural considerations.
For players who enjoy medieval strategy, this creates an alternative to games primarily centered on castle construction and warfare. Stronghold 4 and its planned April 2027 Early Access release offer another approach to medieval settlement management, with castle building, economic systems and military strategy playing prominent roles.
County of Fortune, meanwhile, puts the relationship between several growing communities at the center of its design. Its challenge is not merely making one settlement successful, but creating a region where different settlements can support one another.
The Early Access roadmap leaves room for a larger medieval simulation
Nepos Games expects County of Fortune to remain in Early Access for approximately six to nine months. That is a development estimate rather than a confirmed release window for version 1.0.
During this period, the studio intends to introduce additional content, expand existing systems, implement new features and improve the game’s visual presentation. The developers also indicate that its price may increase when the full version arrives, although no future pricing details have been confirmed.
Community feedback has already influenced development. According to the studio, numerous suggestions from the public demo have been implemented, and players will continue to have opportunities to provide feedback through Steam and Discord.

The next few months will decide how far the idea can go
The estimated development period also provides an interesting comparison with other independent strategy games. For instance, The Fertile Crescent 2 recently reached version 1.0 on Steam, completing its campaign and introducing additional creation tools after its own Early Access period.
Although the two games approach historical strategy differently, they illustrate how Early Access can support projects built around interconnected gameplay systems. The important question for County of Fortune will be how successfully its existing mechanics evolve as the developers introduce further content and refinements.
Its initial Very Positive Steam reception is an encouraging early sign, but the long-term experience will depend on how well regional logistics, settlement progression and political relationships continue to work together.
Ultimately, County of Fortune offers a compelling variation on the medieval city-building formula. Instead of asking players to construct the perfect city, it challenges them to understand how several imperfect, geographically distinct and politically connected communities can become one functioning county.
For strategy fans interested in trade networks, organic urban growth and regional economic planning, that broader perspective is the game’s clearest attraction. Its Early Access journey has only just begun, but the central idea is already available to explore on Steam.
